HI: Civil Unions Supporters Rally in Lihue

They have already weather decades of intolerance, so what’s a little wind and rain? About three dozen proponents of gay rights gathered Wednesday afternoon, waving oversize rainbow flags and holding signs with phrases like “What’s wrong with love?” and “Civil Union = Economic Justice” in front of the Historic County Building along Rice Street in Lihu‘e two days before the state Senate gathers for a potentially historic vote in Honolulu.

House Bill 444, if it becomes law, would extend the same rights, benefits, protections, and responsibilities of spouses in a marriage to partners in a civil union.

“It needs to be viewed more as the government has a responsibility to treat all its citizens equally,” said Kipukai Kuali‘i, one of the event organizers. He said the issue has been “clouded by religious beliefs” and confusion will continue “until we stand up and provide education and provide examples of what the truth is.”

HI: Civil Union Vote Friday?

It was the most dramatic vote of last year’s Legislature, and it resolved nothing: The impassioned debate at the Capitol over civil unions and gay marriage is back this week. “It is my understanding that it will be put on the Order of the Day (agenda) Thursday and put it up for a vote on Friday,” said Sen. Brian Taniguchi, chairman of the Judiciary Committee.

The bill was stalled in his committee with three committee members in favor and three against the bill, when it was yanked onto the Senate floor last year.

It was high political drama because the bill to legalize civil unions between same-sex partners had already passed the House. Just 13 yes votes and the historic measure would go to Gov. Linda Lingle. But the Senate blinked, amending the bill and promising to come back and try again. That time is this session.

HI: Anti Gay Protesters Rally Ahead of Civil Unions Vote

Social conservatives in Hawaii held a large rally Sunday at the State Capitol to protest a bill that would recognize gay couples with civil unions. The bill ran aground during last year’s legislative session after over 6,000 anti-gay protesters stormed the Capitol the Sunday before a key Senate committee vote. The bill deadlocked on a 3-3 vote in the Senate Judiciary Committee. The final tally came after a grueling 18 hour marathon hearing that ended at 3AM.

Six senators voted in favor of pulling the bill from committee and putting it up for a vote, but the effort fell short of the 9 votes needed to move the bill. A second effort just days before the end of the legislative session succeeded in retrieving the bill.

Senators quickly amended the bill to include both gay and straight couples but the session ended without a vote on the measure.
The amended bill needs the approval of both chambers of the Legislature to move to the governor’s desk. Previously, the House approved the original bill on a 33 to 17 vote.

HI: Legislature to Vote on Civil Unions Bill Shortly

When Hawaii legislators reconvene on Wednesday, all eyes will be focused not on teacher furloughs that resulted in the nation’s shortest school year or the state’s $1 billion budget deficit, but legislation that would allow same-sex couples to form civil unions. The measure would grant gay couples the rights and benefits the state provides to married couples and is among a handful of similar proposals that could pop up in several other states. At the same time, a federal judge in San Francisco is considering the constitutionality of California’s same-sex marriage ban.

“This bill has already been voted on, so there isn’t as much convincing to do anymore,” said Alan Spector of Equality Hawaii, a leading supporter of the bill. “I think (legislators) get the substance of the bill and the need for the bill.”

Last year, the proposal easily won preliminary passage in the Legislature, but stalled in May after opponents lobbied and held a state Capitol rally attended by several thousand protesters.

HI: Civil Unions Bill to Be Debated This Month

State senators told KITV they expect to approve a civil unions bill shortly after the legislative session starts this month. The bill to give gay couples most of the benefits of marriage remains alive in the Senate after failing to move out of the Judiciary Committee last year.

Opponents are gearing up to fight legalizing gay unions at a rally at the state Capitol Jan. 17.

Gay partners said they are mounting their own campaigns to make sure the bill is approved. Supporters of civil unions said they hope a new exhibit featuring portraits of gay families will emphasize they share the same joys and sorrows as straight families.

TN: Legislature Likely to Consider Gay Marriage/Civil Union Ban This Year

As the Tennessee General Assembly reconvenes this month, the state’s LGBT political leaders say that from adoption rights to discrimination issues, there will be many bills worth watching.

Despite wins in Memphis and Nashville for the inclusion of sexual orientation and gender identity in nondiscrimination policies, the political landscape remains fairly inhospitable for many LGBT concerns. With an election looming in the fall and enormous budgetary issues that will likely dominate the session, it’s unclear what traction bills favorable to the community might gain.



Hot-button debates are likely to occur over a proposed adoption ban for unmarried couples, which has been seen as a back-door way to disallow gay men and lesbians to adopt, as well as civil-union legislation that would preemptively ban not only gay marriage but also any other type of union with legal ramifications. In an election year, and with a body whose conservative majority is seeking to expand its presence, those bills are a given, said Christopher Sanders, TEP’s chair.

Caribbean: Bonaire, St. Eustatius & Saba Islands to Recognize Gay Marriage

Married and registered gay couples will obtain legal protection against discrimination by government agencies in the BES islands Bonaire, St. Eustatius and Saba after the islands have obtained their new status as public entities in the Dutch Kingdom.

Articles will be included in the Civil Code for the BES islands stipulating that marriages or registered partnerships contracted in Holland will have the legal rights afforded them by Dutch Civil Law, State Secretary for Internal Affairs and Kingdom Relations Ank Bijleveld-Schouten said in a letter to the Dutch Parliament’s Second Chamber in answer to Labour PvdA party questions.

“Following Article 40 of the Statute, it is determined in Article 5 of the draft BES Public Entities Implementation Law that authenticated copies of contracts can be implemented anywhere in the Kingdom of Netherlands,” she stated. “This means that a marriage between persons of the same gender and a registered partnership should also be registered at the civil registries or census offices of the BES islands.”

Tracking the Progress of Gay Marriage Around the World – Map

This week, two men in Argentina became the first same-sex married couple in Latin America. The gay rights activists from Buenos Aires were married in Ushuaia, the capital of Tierra del Fuego state.

Argentina’s constitution does not define marriage as strictly between a man and a woman, allowing local officials some flexibility. A bill to legalize gay marriage nationwide is now stalled in Argentina’s Congress.

Only seven countries in the world permit gay marriage to be performed, although recognition of civil unions exists in some nations. Gay couples still face persecution — and even the death penalty — in many countries:

Who is Really Weakening the Institution of Marriage?

I saw (and posted) this story today from the Press Democrat:

Secretary of State Hillary Clinton won praise in June after pushing to extend to gay and lesbian partners many of the federal benefits traditionally provided to diplomats’ spouses.

Since then, unmarried heterosexual couples have been lining up to ask for benefits too. They have approached the State Department’s personnel office and the diplomats’ union, arguing that they are entitled to equal treatment.

and this comment by one of the right-wing candidates for Governor in Iowa:

“They should have seen this coming,” said Rep. Steve King, R-Iowa, who had opposed extending benefits to gay people. “It’s a Pandora’s box.”

And it got me thinking – who is really weakening “traditional marriage” here?  I mean, think about it – if gays and lesbians had just been allwoed to marry, like everyone else, a) there would be many more married couples in this country, and b) there would be no “marriage light” category for straight people to ask to join, putting off being actually married.

This has happened elsewhere too – in France, straight couples who do not want to get married are asking to be allowed to have a civil union instead.

In effect, by forcing gays and lesbians into civil unions, benefit plans, and domestic partnerships, conservatives have opened the floodgates for their straight bretheren to skip marriage for any one of these “marriage lite” options.

And it gets better – in Texas, where voters went all the way and banned gay marriage outright without a “light” substitute, it appears they may have accidentally banned marriage altogether.

So who, really, is damaging the institution of marriage – the gay and lesbian couples who want to join it, or the right wingers who will go to almost any length to “defend” it?




NJ: 5 Moderate Republicans Will Not Vote for Gay Marriage

Five moderate Republican state senators who have been under pressure to support gay marriage said yesterday that they would not vote for a bill allowing same-sex couples to wed in New Jersey. Instead, they favor strengthening and enforcing the state’s civil-union law, which they said gives gay and lesbian couples the benefits of marriage without the title.

Advocates for same-sex marriage say civil unions confer a status that is separate and not equal. Opponents say the Legislature should not alter the traditional definition of marriage.

“I really appreciate their recognition that civil unions are not working and do not provide equal protection under the law,” said Sen. Raymond Lesniak (D., Union), a cosponsor of the gay marriage bill. “I think we can convince these well-intentioned senators that separate can never be equal.”
