Philippines: Lawmaker Wants to Criminalize Gay Marriage

A GROUP pushing for gender rights yesterday urged Congress to dump a proposed measure, criminalizing same-sex marriage. On Monday, Manila Sixth District Rep. Bienvenido Abante filed a bill to penalize the act which he described as “highly immoral, scandalous and detestable” in society.

Lawyer Clara Rita Padilla, executive director of EnGenderRights, said the measure was misplaced.

“The bill proposed by Rep. Abante imposing criminal penalties on same-sex marriage should be immediately junked. House Bill 6919 has no place in the halls of Congress for being clearly discriminatory against lesbians, gays, bisexuals and transgenders,” she said in a statement.

Philippines: Gay Group Seeking Official Status Finds Possible Ally in Catholic Priest

Gay party list group Ang Ladlad has seemingly found an ally in the Church. Father Melvin Castro of the Catholic Bishops’ Conference of the Philippines (CBCP) said in a statement on Monday that homosexulity “does not equate with immorality”, contrary to a Commission on Elections (Comelec) decision saying that gays are immoral.

And Ladlad claims to represent gays, lesbians, and transgender communities in the Philippines. The Comelec refused to accredit the Ang Ladlad as a party list since the group reportedly promotes immorality and gays are threats to the youth.

Castro’s seeming defense of gays ends there, however, since he opposed same-sex marriage in a statement dated December 7.

Philippines: Gay Group to Appeal Election Commission Decision

A Philippine gay rights group is waging a legal battle to be allowed to run in next year’s polls after the Elections Commission ruled it cannot register as a political party on grounds that it advocates immorality.

The decision last week against Ang Ladlad (Out of the Closet), a group representing lesbians, gays, bisexuals and transgenders, sent shock waves through the gay community.

In issuing its decision, the commission said the group “tolerates immorality which offends religious beliefs” and exposes young people to “an environment that does not conform to the teachings of our faith.” The ruling cited passages from the Bible and the Quran condemning homosexuality.

Philippines: Gay Group Denied Party List Recognition by Homophobic Commissioners

Commission on Elections Commissioners Nicodemus Ferrer, Lucenito Tagle and Elias Yusoph are all suffering from homophobia. Homophobia is defined by the dictionary as “hatred or fear of homosexuals.” That the three said commissioners are homophobic is the most likely explanation one can think of for their strange rejection of the application of the gay-equality advocacy group, Ang Ladlad, for recognition for party-list on the grounds of immorality.

Comelec insiders sympathetic to Ang Ladlad and the group’s principal public advocate, Ateneo professor Danton Remoto, said that the three Comelec commissioners were openly hostile to Remoto when they held a public hearing of Ang Ladlad’s application for party-list registration.

The sources said the first question addressed to Remoto was: “How do we call you?” Remoto’s response that they can call him “Mister” drew a smirk from the commissioner who asked the question.

Gay Philippines Group Won't Campaign for Gay Marriage

Ang Ladlad, the gay advocacy group seeking accreditation from the Commission on Elections (Comelec) as a party-list group, said it would not campaign for same-sex marriage in the Philippines.

Danton Remoto, Ladlad chair, said the group aimed to provide gays a legal representation in Congress.

He also stressed that their group would focus on ending discrimination against gays, lesbians, bisexuals and transgenders in the workplace and schools.
