CO: Catholic Bishop Says Civil Unions Bill is “Dangerous”

Colorado Catholic Bishop and Civil UnionsBishop James Conley, the apostolic administrator of the Archdiocese of Denver, has called a proposed bill that would recognize the relationships of gay and lesbian couples with civil unions “dangerous and unjust.”

“We do not know the long-term consequences of creating a parallel for marriage, distinct from its ancient and natural meaning. But we do know they will be severe,” Conley said in a January op-ed titled Make No Mistake: Civil Unions Are An Effort To Redefine Marriage published in the Denver Catholic Register.

Gay couples can currently enter a civil union in Illinois, New Jersey, Rhode Island, Delaware and Hawaii.

Australia: Queensland Parliamentary Committee Approves Civil Unions Bill

Queensland Civil Unions HearingA parliamentary committee has recommended laws to allow civil partnerships in Queensland be passed.

The legal affairs committee held public hearings to get input from those for and against the legal recognition of same-sex relationships and has now tabled its report.

The committee’s six Government MPs are supporting civil unions. However, the recommendation to endorse civil unions was not unanimous, with three of the committee’s nine MPs issuing dissenting reports.

RI: Governor Chafee Signs Civil Unions Bill

Governor Lincoln ChafeeRhode Island governor Lincoln Chafee Saturday signed into law a controversial civil unions bill that failed to please many gay activists, who had hoped for marriage rights instead and objected to the bill’s broad exemptions for religious institutions.

Chafee, an independent who supports marriage equality, said at the signing that he sympathized with the criticism of the civil unions bill, but he also said it “brings tangible rights and benefits to thousands of Rhode Islanders,” the Associated Press reports.

He added, “I remain committed to the passage of marriage equality, but democracy is about compromise. I am convinced that Rhode Island will someday have full marriage equality, and I intend to play a role in that effort.”

RI: Marriage Equality Advocates Request Veto of Civil Unions Bill

Calling a bill that would legalize same-sex civil unions “onerous and discriminatory,” more than a half-dozen gay advocacy groups called on Governor Chafee Tuesday to veto the legislation if it passes with language that was added to protect religious organizations and their employees.

In a two-page letter sent to the governor, the groups said the bill — scheduled for a Senate Judiciary Committee vote on Wednesday afternoon — “represents a huge step backward from Rhode Island’s longstanding nondiscrimination commitments” and provides “individuals and institutions a free-floating license to discriminate against a whole class of people, in defiance of general law.”

“This amendment could allow individuals, who are legally required to recognize everyone else’s legal commitments, to opt out of doing so only for gay and lesbian people,” the groups wrote. “In practical terms, this law could allow religiously affiliated hospitals to deny a civil union’s spouse’s right to be by his spouse’s side and make medical decisions for him.”

RI: Civil Unions Bill Stalled in Committee

The move towards civil unions in Rhode Island is not only running out of time in the General Assembly, but also running into a wall of opposition from both sides.

In fact, the bill to allow for lesbians and gays to enter into civil unions remains stuck in the Senate Judiciary Committee, and there has been no vote scheduled to move it forward.

Part of the problem for the legislation is the fact that many people are very much opposed to civil unions. While those who oppose equality in general do not want it because it could lead to same-sex marriage being enacted, there are those who oppose civil unions because it is not same-sex marriage.

RI: House Passes Civil Unions Bill

Rhode Island Civil UnionsRhode Island’s House of Representatives passed a bill giving gay and lesbian couples the same rights as their heterosexual counterparts on Thursday sending the measure to the Senate for a final vote.

Lawmakers voted 62-11 after a last-ditch effort failed to turn the initiative into a bill granting full marriage rights.

“We tried passing a bill granting full marriage recognition,” Nancy Applebome, a self-described gay advocate and student at Brown University, told Politically Illustrated. “The bill failed, so we pushed for a bill so gay and lesbian couples can receive most of the rights offered to straight couples.”

RI: Civil Unions House Floor Vote Thursday?

Rhode Island Civil UnionsA proposal to allow gay couples in Rhode Island to enter into civil unions could receive a vote in the State House of Representatives later this week.

House Speaker Gordon Fox tells The Associated Press that he wants the House to vote on the measure Thursday.

Civil unions would grant the same state rights given to married couples in Rhode Island. The proposal was introduced after Fox, a Providence Democrat who is gay, said gay marriage legislation lacked the votes to pass.

DE: Civil Unions Law Signed, Effective January 2012

Delaware Civil UnionsThe bill is now law, and on 1 January 2012, Delaware’s lesbians and gays will have official civil unions. Tonight, Governor Jack Markell signed the bill into law. He signed the bill at a jam packed cheering house at The Queen in Wilmington. About six hundred people gathered for the reception organized by Equality Delaware. Markell stated:

“Tonight, with the signing of this law, we say to any Delawarean regardless of sexual orientation – if you’ve committed yourself to someone, and you’ve made that pledge to spend your life together in partnership, when life or death decisions come, we honor your right to make those decisions together.

“Tonight, we say to loving and committed couples across the state who want the law to endorse the promise that they made long ago in their hearts – ‘Your love is equally valid and deserving, your family is now equal under the law.”

RI: Hearing on Civil Unions Bill Today

Rhode Island Civil UnionsThe Rhode Island house judiciary committee will hold a hearing Wednesday on a civil unions bill proposed by lawmakers who said marriage equality lacked the support needed to pass.

According to the Associated Press, “The civil union legislation would extend all of the state rights and benefits given to married couples in Rhode Island. But at least some gay marriage supporters say they won’t support any proposal setting up a two-tiered system.”

Last month, house speaker Gordon Fox, who is gay, proposed the civil unions measure after declaring that a marriage equality bill would not pass his chamber.

RI: Civil Unions Hearing Scheduled for Next Week

Rhode Island lawmakers plan to hold hearings on a bill creating civil unions for gay couples next week.

The House of Representatives announced Friday that it will hold hearings Wednesday.

The bill would give gay couples who form a civil union the same state rights given to married couples in Rhode Island.
