LA: Senate Kills Gay Adoption Bill

The Louisiana Senate Judiciary Committee killed a bill yesterday similar to the one proposed in the House by Rep. Juan Lafonta, which I posted about last week, that would have allowed gay parents to adopt children together, the AP reports:

Senators on the Judiciary A Committee voted 3-1 against the bill, siding with opponents from Catholic, Baptist and other church groups who argued the adoptions would encourage immoral behavior and violate the spirit of a voter-approved constitutional ban on gay marriage.

“What these children will learn from structures which are not moral or spiritual will only hurt them,” said Willie Wooten, a minister and founder of Gideon Christian Fellowship in New Orleans.

Finland: Parliament Could Consider Gay Marriage, Adoption in 2011

Regardless of the outcome of next year’s Finnish parliamentary elections, the governing majority is expected to implement a motion in support of gender-neutral marriage and adoption. A new survey by Helsingin Sanomat revealed that there is little political opposition to the notion of allowing same-sex couples to adopt.

The newspaper study found that the larger political parties held few objections to gay couples adopting, with only the True Finns and Christian League opposing a change in the law. All candidates for the leadership of the governing Centre Party, except for Paavo Vayrynen, were in favour of the idea, and the Social Democrats and the conservative National Coalition were also positive about the concept.

Taru Tujunen, the National Coalition Party secretary, said an initiative would be put forward at the next party congress which would call for gender-neutral marriage. The SDP will also make similar calls for adoption rights for same-sex couples during their May party congress.

Portugal: Constitutional Court Approves Gay Marriage Law

The Portuguese Constitutional Court has given its approval to a measure that will make same-sex marriage legal and would come into effect just ahead of a visit to the Portugal by Pope Benedict XVI.

The Portuguese Socialist-controlled Parliament finalized and passed the law legalizing same-sex marriage in February and sent the law to Portuguese President Anibal Cavaco Silva on March 5 who sent it to the Constitutional Court for review after expressing doubts over whether it was constitutional.

Opponents of the bill, including Cavaco Silva, had called for a national referendum on the issue. In 2001, gay couples in Portugal won the right to civil unions, in which they were granted certain legal, tax and property rights. But they were not allowed to take their partner’s name, nor inherit possessions or state pension money – all of which would be allowed under the new marriage law. However this law still forbids gay couple from adopting children.

AZ: Proposed Bill Would Reserve Adoption for Married Couples, Exclude Lesbians & Gays

Arizona is considering a bill of a different sort; one that would block gays from the adoption process. Under the proposal, gays and singles would be exempt from the adoption process; married couples alone would be considered. The bill, written by Republican State Representative Warde Nichols, seems to have little political support. However, it indicates that the gay marriage debate is alive and far from over.

Recent polls indicate voters’ main concern is the economy; however, gay marriage remains in the spotlight. Governor David Paterson, a pro-marriage advocate, recently opted out of the New York gubernatorial race, eliciting an outcry from the gay community.

Harold Ford Jr. who is considering a run for the New York Senate Seat, found himself mired in controversy over his stance on gay marriage the same day. Meg Whitman, a gubernatorial candidate in California and the most prominent voice in a state embroiled in the gay marriage debate. Whitman, whose support from voters seems steady, recently came out in support of civil unions, but not marriage – a common position for candidates nowadays.

Malta: Being Gay in This Mediterranean Country

There are major cases of discrimination against gay and lesbian people everywhere, including in employment and the social rights sphere, said a Malta Gay Rights Movement representative last Wednesday during a debate entitled ‘Move Opens the Closet’.

The debate was organised by the progressive students organisation Move and led by Alistair Bugeja. Psychologist and university lecturer Mary Borg Cunen, Cyrus Engerer from the Malta Gay Rights Movement, Anthony Galea, a psychologist from LGBT Labour and Xarabank presenter Peppi Azzopardi were on the panel. A number of students (although much fewer than the number of those who confirmed attendance on facebook) participated.

Mr Engerer, who is also a Nationalist Party councillor, said the road ahead was very long but we must start with defining family and adoption regulations in state legislation. Cohabitation, adoption and marriage rights were MGRM’s priority, he noted. Pointing out that single people and heterosexual couples who lived together could adopt children but gay or lesbian couples could not, Mr Engerer said this was unfair. Moreover, several LGBT people were having children from heterosexual encounters just for the sake of having children. Even children’s rights were not being protected because of lack of legislation, he said.

Spain: New Study Shows Gays are Excellent Parents

A new study in Spain says that gay parents are “excellent” at raising healthy, well-adjusted children. The study assessed how children fared in homes with same-sex parents, and found that both young children and adolescents benefited from the attention they received by two engaged, caring parents of the same gender, reported news site Typically Spanish on March 19.

The results on same-sex parenting were part of a larger study examining “new families,” or ways in which the “traditional” family structure has changed now that more women are entering the work force. The study surveyed 214 families of various types, including families with married parents of opposite genders, same-sex parents, single parents, and families in which the parents had separated but then reunited.

Though reputable research has been done in the United States and elsewhere on the subject of same-sex parenting, this is the first time a study of this sort has been conducted in Spain. The research on same-sex families has long shown that children with two parents of the same gender do just as well as children from homes headed by opposite-sex parents.

India: Gay Couples Find Country Friendly to Adoption, Surrogacy

For gay U.S. businessman Brad Fister, experiencing the joy of fatherhood meant flying half way around the world to India where he first held his baby daughter, born to a woman who had signed away any right to her child. Commercial surrogacy is a booming industry in India, and in recent years the ranks of childless foreign couples have been swelled by gay partners looking for a low-cost, legally-friendly path to parenthood.

In the United States, laws governing adoption and surrogacy vary from state to state, while in India the service is legal, loosely regulated and – so far at least – non-discriminatory on grounds of sexual orientation.

For Fister and his partner Michael Griebe, a crucial attraction is that surrogate mothers in India are generally willing to renounce any legal claim to the child.
