Lithuania: Parliament Votes Down Anti Gay Law

Lithuanian parliament  defeated by just two votes a controversial law that would have banned pride parades and, in the words of one MEP, “effectively made homosexuality illegal”.

In a first reading, 31 legislators voted in favour and seven were against the draft law that envisages fines from 2,000 to 10,000 litas for “publicly promoting homosexual relations”, with the vast majority of parliamentarians abstaining or not voting. The second reading is expected in December.

“Any evil cannot be propagated. Such events like gay parades do great harm to children,” Petras Grazulis, the legislator who tabled the draft legislation told AFP after the vote.

Lithuania: Gay Youth Group Takes Parliament to Task for Homophobic Bill

Lithuanian parliamentarians have a complete disregard for human rights and democracy, the Tolerant Youth Association (TJA) have charged in the wake of Friday’s 31-7 vote in the Seimas (Parliament) in favour of a Bill to make “the promotion of homosexuality” an offence punishable by fine of 2,000 to 10,000 litas (£500 to £2,500).

“Once again, the Lithuanian parliamentarians are demonstrating their complete disregard for human rights and the values of democracy,” Artūras Rudomanskis, chairman of a Lithuanian NGO, the Tolerant Youth Association, told UK Gay News last night.

“It’s yet another sign of the new round of homophobic legislation that might be coming,” he added.

Congo: Bishop Proposes Criminalizing Homosexuality

A Democratic Republic of Congo bishop and lawmaker said Monday he had put forward a bill that would make homosexuality a punishable offence, as being gay was an “abomination”.

“We would like the law to punish homosexuality, bestiality and necrophilia. Morally, homosexuality is a deviation, and spiritually, it is an abomination,” Ejiba Yamapiale said.

The bill comprises seven articles including imprisonment and fines for homosexuals, and will be debated by the National Assembly’s committee on society and culture.

Montana: GOP Platform Includes Criminalization of Homosexuality

The Montana Republican Party is following in Texas’ footsteps by also creating a party platform to ban homosexual acts. This continues the theme I’ve long argued that Republicans don’t just oppose gay marriage or gay rights – universally – but they oppose gay existence. They often believe that homosexuals engaging in consensual sexual relations with one another should be punished with jail sentences.

The United States legalized sodomy in 2003, so this recent push really doesn;t threaten the Supreme Court decision Lawrence v Texas. However, it’s worth taking a minute to explore the different countries that have already legalized sodomy that don’t have to ongoing debate about it.

Turkey legalized sodomy in 1858. That’s right – a muslim country legalized homosexuality about 150 years before we did! Does Muhammed hate gays as much as Jesus? Great question. I think it depends on who you ask. Some believe that Muhammed prefers to stone to death any homosexuals, whereas a handful of Christians blame 9/11 on the gays. In the end, Turkey might not be a very open and accepting country for the LGBTs, but it did beat us to the punch on the most fundamental of gay rights.

India: 1 Year After Being Gay Decriminalized, Gays Becoming More Visible in Society

Today it is a year since the Delhi high court struck down section 377 of the Indian Penal Code (IPC) and decriminalised homosexuality. A year of freedom from the offensive section has had a small but significant impact on the gay population in Gujarat.

According to activists, the past year has seen a 15-20% surge in the number of people coming out of the closet in the state. “This has been most pronounced in urban areas, among the educated youth, the non-resident Indians…,” says Manvendra Singh Gohil, prince of the erstwhile estate of Rajpipla. Gohil is the global face of gay activism in India.

Forced marriage of gay people with heterosexual partners has shown a marginal decline, and married men have started confessing to their families with varying degrees of acceptance. But most importantly, there is a distinct increase in spouses seeking counselling.

Survey: Attitudes About Homosexuality Improved Dramatically Since 1981, But Not in US

I’ve been hip-deep in World Values Survey data the last couple of days while working on a chapter on economic growth and liberalizing value change. Here are charts of trends in several wealthy liberal democracies on attitudes toward homosexuality and prostitution. What you see are changes through the five waves of the WVS in the percentage of the sample in each country that said these things are “Never justifiable” on a 1-10 scale running from “Never” to “Always.”

In the space of about 25 years, the proportion of the population in all these countries saying homosexuality is never justifiable drops precipitously. However, the overall trend in attitudes toward prostitution is not so clear and generally less dramatic. What accounts for the difference? Here are a few possibilities, about which I have no evidence.

(1) Being versus doing. People just are homosexual, and it’s not up to us if we are. Prostitution on the other hand is an activity we can more easily choose to avoid.
