Australia: Marriage Equality Activists Urge MP to Hold Legislation Until After Conscience Vote

Australia Marriage EqualityGAY marriage campaigners are urging a Labor MP to wait until Coalition MPs are granted a conscience vote before he introduces proposals to make same-sex marriage legal.

The Labor backbencher, Stephen Jones, is expected to introduce a private member’s bill early this year, but it appears likely to be defeated by the combined forces of its Labor opponents – including the Prime Minister, Julia Gillard – and the Coalition.

At its national conference in December, Labor changed its platform to support gay marriage, but granted MPs a conscience vote on the issue.

Australia: Marriage Equality Legislation Next Month May Split Labor

Australia Marriage EqualityTHE stage is set for a new internal brawl in the Gillard government over same-sex marriage, with a Labor powerbroker predicting that a private member’s bill to amend the Marriage Act will further undermine the Prime Minister’s leadership.

Labor backbencher and Left faction member Stephen Jones will introduce legislation aimed at legalising same-sex marriage when Federal Parliament resumes next month. His move comes after last month’s ALP national conference voted to reverse the party’s long-standing opposition to same-sex marriage.

But with Labor MPs allowed a conscience vote on the issue, Mr Jones’ bill is doomed to be voted down by the combined forces of its Labor opponents – including Prime Minister Julia Gillard – and the Coalition.

Finland Considering Marriage Equality

Finland Gay MarriageOn Wednesday, an unusual press conference took place in Parliament. A working group comprising many parties announced that it would start collecting signatures on behalf of a bill what would change Finland’s laws on marriage.

The core of the initiative is that couples of the same gender could also marry. Couples of the same gender would also get the same adoption rights as others. In addition, they could take a common family name.

The head of the working group, National Coalition Party MP Lasse Maennistoe, hopes to get more than 100 names behind the initiative, preferably before the end of the year. However, this would be no guarantee that the matter would be brought before Parliament and approved.

Uruguay: Marriage Equality Bill Introduced in House

Uruguay Gay Marriage BillA bill that would legalize gay marriage in Uruguay was formally introduced on Tuesday.

The bill was drafted with the help of the gay rights group Ovejas Negras (Black Sheep) and is being sponsored by Representative Sebastian Sabini of the Frente Amplio, the nation’s ruling party, the Spanish news agency EFE reported.

Sabini told reporters that the measure enjoys the support of his party. “We are not focusing on the issue of gay marriage but on marriage equality regardless of sex, gender or religion,” Sabini said in April, when he first proposed the bill.

Brazilian Lawmaker Will Introduce Marriage Equality Legislation Today

Brazil Gay Marriageby On Top Magazine Staff

Brazil’s first openly gay lawmaker, Jean Wyllys, is widely expected on Tuesday to introduce legislation that would legalize gay marriage.

Wyllys, who parlayed a 2005 Big Brother Brazil win into a political career, will introduce the legislation with the support of leaders from two countries which have already approved the institution.

Argentine National Deputy Vilma Ibarra, who played a prominent role in last year’s effort to legalize gay marriage in her country, and the Spanish socialist Pedro Zerolo will assist Wyllys in the effort. Spain legalized marriage for gay and lesbian couples in 2005.

WA: Gay Rights Bills Make Progress in Legislature

Washington State Gay RightsWhile February’s introduction of marriage equality legislation awaits moves in both the Senate and House in Washington State, gay rights activists have in the meantime set their sights on a trio of other progressive equality bills gaining momentum in Olympia.

On February 28, the House passed HB 1267, a bill introduced by Democratic Rep. Jamie Pedersen (43rd District). The bill is designed to amend the existing Uniform Parentage Act by recognizing domestic partners with the same rights and responsibilities as heterosexual couples in child matters. The bill also establishes standards for surrogacy contracts by allowing for compensated surrogacy in Washington state. Ty Stober, vice chair of Equal Rights Washington, reports that conservatives in Washington have targeted the compensated surrogacy portion of the law rather than attacking the rights and responsibilities the updated law will give same-sex parents.

“We very much support compensated surrogacy,” says Stober. “It is an important issue for us so gay couples aren’t forced to go out of state if they want a biological child.” A hearing was held March 15 for HB 1267 in front of the Senate Committee on Government Operations and Tribal Relations & Elections, but no votes are scheduled at this time.

MD: Marriage Equality Legislation Introduced in House

Maryland Gay MarriageThe Maryland House of Delegates saw legislation introduced Tuesday to legalize gay marriage in the state, a week after similar legislation was introduced in the state Senate.

With the Religious Freedom and Civil Marriage Protection Act officially introduced to the House floor, the state General Assembly can formally start to review whether to make same-sex marriage legal.

If passed, the act would give same-sex couples the right to marry but would not require churches to perform the services.

WY: House Committee Advances Anti Marriage Equality Bill

Before a packed State Capitol committee room on Monday, the House Education Committee passed legislation that would prohibit recognition of same-sex marriages from outside Wyoming. With the 7-2 approval of House Bill 74 by the Education Committee – which in the past hasn’t been assigned gay-marriage bills – the legislation now must pass three votes by the full House before it would head to the Senate.

Supporters of HB 74, including the bill’s sponsor, state Rep. Owen Petersen, R-Mountain View, said the legislation was needed simply to resolve a conflict in Wyoming law. A Wyoming statute defines marriage as a contract “between a male and a female person,” but state law also recognizes any valid marriage performed outside the state.

House Majority Leader Tom Lubnau, R-Gillette, said that, as a “virtue of consistency,” Wyoming law should either recognize all gay marriages or no gay marriages. And, in talking with his constituents, he said, it’s clear on which side of that debate they fall.

MD: Marriage Equality Bill To Be Introduced This Week

Rich MaldalenoA gay marriage bill will be introduced in the Maryland Senate this week, Senator Rich Madaleno toldĀ On Top Magazine during a brief telephone interview on Monday. The 45-year-old openly gay Democrat is the lead sponsor of the legislation in the Senate.

Lawmakers in each chamber will introduce separate bills in order to expedite the process during Maryland’s brief 90-day session, which began last Wednesday. Chances of passage are “the best it’s ever been,” Madaleno said.

“We had a very successful election in Maryland on this issue. We brought in a number of new people who are committed to this issue in both chambers. In the state Senate we enlarged the Democratic majority, which is a rarity in 2010.”

WV: “Family” Group Again Pushes for Anti Marriage Equality Legislation

West Virginia Gay MarriageThe West Virgina Family Foundation plans to ask lawmakers to introduce a constitutional ban on same-sex marriage. Just as they’ve asked for the last six years.

West Virginia Family Foundation President Kevin McCoy stated: “The Marriage Protection Amendment will constitutionally protect marriage as only between one man and one woman, preventing activist judges from radically redefining marriage in our state.

The amendment will also preserve the unique legal benefits that are provided for this sacred institution and prohibit counterfeit relationships such as homosexual ‘civil unions’ and ‘domestic partner benefits,’ which are homosexual ‘marriage’ by another name.
