Philippines: Lawmaker Calls for Gay Anti-Discrimination Law

PhilippinesHOMOPHOBIA has put the lesbian and gay rights in the Philippines in the backseat, a lawmaker said Saturday. Rep. Kaka Bag-ao of Akbayan party-list, the principal author of House Bill 515, or the Act prohibiting discrimination on the basis of sexual orientation and gender identity and providing penalties, noted that such homophobia is stirred by the fact that the country has no standing policy on human rights abuses against lesbians, gays bisexual and transgenders (LGBT).

“Here in the Philippines, you can fire a gay or lesbian employee simply because of their sexual orientation or gender identity and get away with it. You can expel lesbian and gay students arbitrarily or impose arbitrary rules against them and you won’t face any charges. It’s wrong,” Bag-ao said.

Without any enabling law, Bag-ao noted that the constitutional rights and freedoms of LGBTs can be easily violated and discrimination against LGBTs goes unpunished.

Facebook Joins Google, Will Reimburse Gay Employees for Extra Taxes

FacebookFacebook is joining the small but growing list of companies who are reimbursing their gay employees for the tax inequities incurred by carrying their partners on their insurance.

The new policies follow similar announcements by Barclays, and also this year, Google. A handful of other large organizations, including Cisco, Kimpton Hotels and the Gates Foundation also cover these costs.

Under federal law, employer-provided health benefits for domestic partners are counted as taxable income, if the partner is not considered a dependent. The tax owed is based on the value of the partner’s coverage paid by the employer.

Being Gay in Haiti

Gay HaitiOur Observer Nathalie Margi spent four months in Port au Prince working with local lesbian, gay, bisexual and transgender (LGBT) rights groups. She brings us this account of the worrying state of LGBT rights in post-earthquake Haiti.

In the unrelenting heat of Port-au-Prince, 30 LGBT youth and sex workers gathered under a large blue tent to talk about the impact of the January 12th earthquake on their daily lives.

The tent stands in the place of what used to be the conference room of SEROvie, a grassroots Haitian organization working on HIV/AIDS prevention and the only institution in the country that addresses the needs of sexual minorities. SEROvie serves over 3,000 LGBT people and sex workers across five regions in Haiti. At the time of the disaster, the NGO was hosting its weekly support group meeting. Its office was destroyed and 14 of its members were killed. SEROvie put up some tents where its building once stood and continues to hold regular support groups, skills trainings and prevention workshops.

Morocco: Gay/Lesbian Activists Meet

Morocco Gay RightsMembers of Morocco’s nascent gay group, Kifkif, held activities for their national LGBT Day in the capital, last week.

“The highlight of the event was a panel discussion (on the) problems and challenges individuals face because of their sexual orientation, which prevents them from living in peace and safety, free from fear of symbolic or actual violence,” said spokesman Karim Al-Samiti.

The assembled group decided to draft a letter to the authorities, to be signed by three of the group’s members, detailing LGBT human-rights violations in Morocco and reminding officials of various international human-rights treaties the nation has signed.

LGBT Groups On Loss of House, Changes in Senate

Republicans won control of the U.S. House in Tuesday’s elections. As of 3 a.m. Wednesday, it appeared the GOP will hold at least 234 seats, to Democrats’ 180. But Democrats retained a slim majority in the U.S. Senate – holding 51 seats, compared to the Republicans’ 47. At 3 a.m. Wednesday, Senate races in Washington State and Colorado were considered too close to call.

The LGBT community will be able to celebrate the addition of a fourth openly gay member to the House and the re-election of the three openly gay incumbents, but the loss of a Democratic majority in that chamber spells the end for hope that any of the dozen or so pro-gay measures pending in Congress have any chance of advancing in the next two years. The new Republican majority also increases the likelihood that measures hostile to LGBT civil rights issues can be publicized through hearings in committee that will, starting next January, be chaired by Republicans.

“Social justice movements always experience steps forward and steps back and this election turned out to be a mix of both,” Human Rights Campaign President Joe Solmonese said in a statement reacting to the election results. “Even though we will face greater challenges in moving federal legislation forward, nothing will stop us from using every tool to advance LGBT equality at every level. Attempts to hold back the tide of the equality movement will surely put anti-LGBT leaders on the wrong side of history.”

Chile: Homophobic Stunt Mars Gay Film Festival

A homophobic stunt has led to increased security measures at a GLBT film festival in Santiago, Chile. The stunt occurred on Tuesday evening at the Spanish Embassy in the Chilean capital, one of six venues at the third Festival of Sexually Diverse Cinema.

Vials of an odorous liquid of undetermined origin and pamphlets saying “no more lies, promoting homosexuality is not culture” and “your taxes are being used here” were launched in the embassy’s theatre and entrance.

The attacks follow a campaign against the festival by anti-gay group Acción Familia, whose various complaints included an allegation that pedophilia was being promoted by using the faces of the 11-year-old protagonists of one of the films in the festival’s publicity.

OH: Bowling Green Anti Discrimination Law Targeted

Last year, in August of 2009, I reported on some good news from Bowling Green Ohio: yesterday, progress was made in Ohio. Bowling Green banned discrimination yesterday in several key areas — and the new laws are inclusive. From Equality Ohio’s press release:

“At the standing room only Bowling Green City Council meeting on Monday evening, August 17, 2009, Council members voted with bi-partisan support to enact a Human Rights Ordinance banning discrimination in Bowling Green based on sexual orientation and gender identity in employment and public accommodation. The ordinance passed 6-1. A separate ordinance banning discrimination in housing passed unanimously.”

Because the religious right haters want discrimination, they’re forcing a vote on whether to repeal those two new ordinances. Yes, they can’t accept something as basic as non-discrimination in employment and housing. They really hate us and want us to face discrimination. And, we wonder why young lgbt kids are killing themselves.

ExxonMobil Votes 78% to 22% to Block Addition of Gays to Nondiscrimination Policy

Each year since Exxon and Mobil merged, a proposal has come before the shareholders to add sexual orientation to the company’s nondiscrimination policy. And the percentage of shareholders voting in favor of the proposal has increased each year – until this one.

Only 22 percent of ExxonMobil shareholders voted in favor of adding the protections during today’s annual meeting at the Meyerson Symphony Center in downtown Dallas. Last year 40 percent of shareholders voted in favor of the proposal.

About two dozen LGBT protesters gathered outside the meeting with signs and bullhorns.

Nepal: Moving Toward Acceptance of its LBGT Citizens

Pressure to conform to societal norms and be ‘normal’ affects our lives significantly. Not surprisingly as a teenager growing up in an orthodox Hindu family in rural Nepal, Basant also tried to fit in – but something was amiss.

Wearing boys’ clothes and playing football didn’t interest him. He is confused no more and doesn’t try to conform. Eight years after leaving home, Basant, now 24, has transformed to Basanti and is a busy beautician in Kathmandu.

The story, however, is not all that positive for Nepal’s estimated one million plus sexual minority population which includes lesbians, gays, bi-sexuals, trans-gendered and inter-sexed – all clubbed as LGBTIs.
