WY: Gay & Lesbian Couples Singled Out for Unequal Treatment

Wyoming Lesbian CoupleThey were introduced into the Wyoming Legislature with titles like “validity of marriages,” “marriage definition” and “defense of marriage,” but many couples believe the intention of the bills is clear — deny them equal rights and protections under the law.

Couples like Jowe La Vallie and Robert Van Kerrebrook and Ariane Jimison and Rachel Kalenberg have, for years, quietly coexisted in Wyoming. They are neighbors, business owners and volunteers in the community, yet they are forced to live in relative seclusion.

In part, the seclusion is self-imposed because of fear of an unaccepting community, and in part it comes from what they believe is unequal treatment under the law. To them, the “Equality State” fails to live up to its name.

WY: House Committee Defeats Civil Unions Bill

A bill that would have recognized civil unions in Wyoming and given same-sex couples the same basic rights as their fellow citizens, was defeated in that states House Judiciary Committee by a 5-4 vote, yesterday.

According to wyomingnews.com, the defeat of House Bill 150 came after hours of impassioned testimony from supporters of civil unions, who said same-sex couples needed to be given the same basic rights heterosexual couples enjoy, and opponents who said civil unions were a springboard toward legalizing gay marriage, which would be, of course, the end of society as we know it.

The approval of the civil union bill “seems like a political compromise” when it’s really a stepping stone toward redefining marriage, said Brian Raum, senior legal counsel with the Alliance Defense Fund.

WY: Senate Approves Gay Marriage Ban Ballot Measure

Wyoming Gay Marriage BanWyoming residents are one step closer to voting on a constitutional ban on marriage equality now that the senate has passed a measure on Thursday calling for the ballot initiative.

Sen. Curt Meier’s resolution to allow voters to decide on the fate of gay and lesbian couples was approved 20-10, according to the Associated Press.

The resolution would specify whether the state would recognize same-sex unions, as the current law is not as explicit as those in other states with full constitutional bans on marriage equality.

WY: Another Anti Gay Marriage Bill Pops Up in the Senate

A proposed constitutional amendment banning gay marriage advanced in the Senate on Tuesday.

In an initial vote, senators voted 21-9 in favor of Senate Joint Resolution 5, which defines marriage as only between two people of the opposite sex. That’s one vote more than the two-thirds majority needed to pass the bill if it comes up in a final vote in the Senate.

The bill must now pass two additional votes before it would clear the Senate and head to the House, where it could prove more difficult to find enough votes to pass it.

WY: House Gives Final Approval to Anti Gay Marriage Bill, Sends it to Senate

Lawmakers in the Wyoming House on Monday approved a bill that seeks to outlaw the recognition of out-of-state gay marriages, the Wyoming Tribune-Eagle reported.

Wyoming bans gay and lesbian couples from marrying but state law also recognizes any valid marriage performed outside its borders. Social conservatives worry that a legal challenge could use the loophole to legalize gay marriage.

House members approved the bill with a 32-27 vote. The legislation now heads to the Senate, where its chances for passage appear good.

WY: As State Debates Gay Marriage Ban, Are Civil Unions a Possibility?

Even as the Wyoming Legislature moves toward a stricter ban on gay marriage this year, there’s also a possibility Wyoming could become the third state to recognize civil unions. Many legislators who voted earlier this week in favor of House Bill 74, which prohibits recognition of same-sex marriages from out of state, have said they see civil unions as an acceptable compromise.

And while Gov. Matt Mead said he believes marriage should only be between a man and a woman, he wouldn’t rule out supporting civil union legislation should it reach his desk.

“I’m getting a stronger sense that civil unions will pass,” said state Rep. Dan Zwonitzer, R-Cheyenne, a supporter of gay marriage. This week, the House Judiciary Committee will take up legislation to establish civil unions in Wyoming that would give same-sex couples in the state the same legal rights and benefits as married couples.

WY: Anti Gay Marriage Bill Protested in Cheyenne, Casper

Wyoming Marriage Equality Rally in CheyenneProtests over Wyoming’s new bill that would ban gay marriages performed elsewhere popped up all over the state this weekend. Dozens of students marched on the campus of the University of Wyoming on Friday protesting the bill, refered to as HB 74, some carrying signs emblazoned with the state’s flag and slogan, “The Equality State.” The students also protested another bill that would make it a crime for immigrants to not carry an alien registration documents.

Meanwhile, Trib.com reports on a rally in Casper on Saturday:

Participants held signs that said “Civil rights for Wyomingites” and “Protect our people like we protect guns” and waved to passersby on Center Street.

WY: Senate Committee Approves Anti Gay Marriage Bill

Legislation to prohibit recognition of same-sex marriages from outside Wyoming advanced further in the state House of Representatives on Friday. A Senate committee also approved a proposed constitutional amendment banning gay marriage in the state, though not before amending it to potentially allow for civil unions.

By a voice vote, state representatives passed House Bill 74 on second reading; the bill must now pass a final vote next week before heading to the Senate, which appears supportive of the proposal. The bill passed Thursday on first reading with support from 34 of 60 House members. Opponents of the bill were working Friday to get five lawmakers who initially voted for the legislation to switch their votes.

The Wyoming House has voted down similar legislation twice in recent years. But with many past opponents retiring or voted out of office in November, supporters have said they’re optimistic they have the votes to pass the bill this year.

WY: State Representative Says if Government Can Ban Smoking, Government Can Ban Gay Marriage

Frank PeasleyWyoming lawmaker Frank Peasley this week suggested that he be able to define marriage under the law since he has been subjected to other government regulations like smoking bans.

Peasley made the statement during debate this week over a bill approved by the Wyoming House yesterday 34-26 in its first hearing. The bill prohibits the state from recognizing same-sex marriages performed elsewhere, and will get two additional House votes before heading to the Senate.

“This is the civil rights issue of our day,” said state Rep. Cathy Connolly, D-Laramie, the only openly gay Wyoming legislator. “It does not help anyone. It violates our principles of live and let live and our motto of the Equality State.”

WY: House Passes First Hearing of Anti Gay Marriage Bill

Wyoming Anti Gay Marriage BillThe Wyoming House advanced a bill Thursday that would bar the sate from recognizing same-sex marriages performed in other jurisdictions, one of several equality-related measures to be considered in this legislative session.

According to The Billings Gazette, “The proposal, which previous legislatures have killed, passed on its first hearing with 34 votes. The bill, House Bill 74, must now pass two additional House votes before it would head to the Senate for consideration.”

State representative Owen Petersen, a Republican from Mountain View, sponsors the antigay bill. He wants to resolve an apparent conflict in state law that defines marriage as a contract between a man and a woman, while also recognizing any marriage validly performed outside the state.
